No enterprise, whether it is a family, business or government, can operate effectively without careful planning. That is why HRACRE advocates requirements that cities and counties in Virginia develop long range plans that realistically project needs for transportation and school facilities, and identify funding sources.
HRACRE members believe however that in an area like Hampton Roads, with 17 different municipalities, local use planning is not enough. There must be coordinated regional planning where representatives from the various cities and counties make their counterparts aware of their land use intentions, so that infrastructure needs, particularly in transportation, can be addressed jointly. In the view of HRACRE, it is unfair to criticize VDOT for slow response in meeting transportation needs when the fault truly lies with local governments who do not work in partnership to develop a consistent vision for land use in Hampton Roads. |
