The institution of private property, which is deeply rooted in our nation’s political and economic heritage, insures that real estate flows to its highest and best use in an efficient and cost effective manner. Further it places the individual with the most to win or lose – the owner – in charge of critical decisions about how the land can optimally serve the needs and meet the demands of the general public.
While all acknowledge the need for reasoned and consistent zoning law to allow for orderly, safe and aesthetically pleasing development, many government practices now in vogue exceed these goals. The result is a cost shifting arrangement in which new development is, in essence, taxed to substitute for other county/city funding deficiencies. These only serve to drive up the expense of the few projects that successfully survive the regulation gauntlet.
HRACRE members believe more dialogue with local government, and less burdensome regulations, will provide localities with real estate development that serves the market and enhances the landscape. |
